ColumbiaGrid to Facilitate an Independent Panel Review of Bonneville's Proposed South of Allston Reinforcement Project


On August 29, the Members and the Board of Directors, in separate meetings, authorized ColumbiaGrid to enter into and execute the Independent Review of South of Allston Functional Agreement (“South of Allston Agreement” or “Agreement”). Per the Agreement, ColumbiaGrid will facilitate an independent review of Bonneville Power Administration’s (“Bonneville’s”) proposed South of Allston Reinforcement Project. ColumbiaGrid has assembled, and will coordinate, the Independent Panel, which is comprised of a diverse group of five independent experts from within and outside of the Northwest region. Given that the review may potentially delve into confidential, critical, or sensitive information, the review process will not be open to interested persons; however, the review will be memorialized in a report, which will be available to the public and will be posted on ColumbiaGrid’s website, likely by the end of the year.

“Bonneville’s proposed South of Allston Reinforcement Project has been in various phases of conceptualization and evaluation for quite a while, during which time the industry is, and has been, going through potentially radical transformations pertaining to which large, utility-scale, and small, consumer-scale, generators will be employed to meet the customers’ electricity needs. Planning the grid in light of this transformation poses significant challenges. In seeking an independent panel review of their proposed South of Allston Reinforcement Project, Bonneville will be getting additional perspectives on this complex issue,” said Patrick Damiano, ColumbiaGrid’s president and CEO. “I look forward to hearing the panel’s perspectives and insights regarding this very challenging topic,” added Mr. Damiano.
